Background
Ovādūpasaṅkamana is a disciplinary rule, a Pātimokkha rule from the Vinaya Piṭaka, specifically belonging to the Pācittiya rules, offenses requiring confession. This text records situations in which bhikkhus need to go forth to seek instruction from teachers of high virtue, or to attend important Dharma talks.
In the context of the early Buddhist monastic community, learning from noble and advanced teachers was a key to progress in practice. Yet such departure could also bring inconvenience to the community and create distraction from the practice of taking refuge within the monastery. Therefore Buddhism clearly regulated the manner, time, and conditions under which a bhikkhu might be absent from the monastery in order to hear instruction.

The Ovādūpasaṅkamana Sutta states that a bhikkhu should not arbitrarily depart to seek instruction without informing or asking permission from the elders. Going to hear instruction must be done respectfully and in an orderly way.
The text makes clear: when a bhikkhu intends to go somewhere to hear the holy life or the Dhamma, or to learn the mode of practice of senior monks, he must first inform the other bhikkhus, ask for approval, and do this with right intention (sammāsaṅkappa).
The important point is that the act itself is not a violation; but if it is done irresponsibly, without respect for communal order, or without sincere intent in learning the Dharma, it brings about a pācittiya offense, a minor fault requiring confession.
