– EXPOSITION OF THE FIRST SECTION OF THE 19 SAṂGHĀVAŚEṢA RULES
3. RULE: DISTORTION WITH INTENT TO FALSELY ACCUSE.
Thus the Blessed One taught:
—If a bhikkhunī, out of anger and displeasure, uses one aspect of a matter unrelated to a pārājika offense to falsely accuse another of committing a pārājika offense, with the intent to destroy that person's pure conduct, and thereafter—whether questioned or not questioned—declares: "It was only out of anger that I used one aspect of an unrelated matter to make the false accusation," then that bhikkhunī commits an initial offense of saṃghāvaśeṣa.
