3. ACCUSATION ON AN IRRELEVANT PRETEXT

At one time, the Blessed One was dwelling on Mount Gṛdhrakūṭa, in the city of Rājagṛha. At that time, the Blessed One, on account of this cause and condition, assembled the Saṅgha of bhikkhus and addressed the bhikkhus:

"From this day forward, I shall establish the precepts for the bhikkhuṇīs, comprising ten clauses of meaning, up to and including the clause on the long endurance of the true Dharma."

The precept to be recited shall be stated as follows:

Should any bhikkhuṇī, out of anger and displeasure, seizing upon a minor point belonging to a different matter, falsely accuse a bhikkhuṇī who has not committed a pārājika offense by groundlessly charging her with a pārājika offense, wishing to destroy her pure livelihood—and afterward, whether questioned or not questioned, the matter comes to be known as having been based on a minor point belonging to a different matter, and this bhikkhuṇī herself declares: "I said so out of hatred"—this bhikkhuṇī has committed a first offense of saṅghāvaśeṣa and must be subject to mānatta.
