135. RULE: NOT GOING WANDERING AFTER THE RAINS RETREAT.
When the Buddha was residing in the city of Sāvatthī, at that time certain bhikkhunīs who had completed the Rains Retreat in Sāvatthī went to the home of the relatives of Bhikkhunī Bhaddalā in Vesālī. Those relatives asked:
—Where did you all spend the Rains Retreat?
—In Sāvatthī.
—Is there anything fine in Sāvatthī?
—The Jetavana forest, with its abundant flowers and fruits, its clear and cool ponds, the monastery is like this, the dwelling of the Blessed One is like this, the venerable Sāriputta and Mahāmoggallāna are like this, the householder Sudatta is like this.
—That truly is a genuine going forth. But my Bhaddalā was born here and grew up here; from childhood until now she has never been willing to go anywhere — she is like a person without hands or feet.
The bhikkhunīs then brought this matter and reported it to the Blessed One. In the end, she replied when the Buddha questioned her:
—It is truly so, Blessed One!
—Why did you not go wandering after the Rains Retreat? From now on I do not permit this.
Thereupon the Buddha declared — let all who have heard it hear it again:
—If a bhikkhunī, having completed the Rains Retreat, does not go wandering, she incurs a pācittiya offense.
EXPLANATION:
Having completed the Rains Retreat: That is, after the three months have ended.
Not going wandering: At the very least, not leaving the village to travel about — this constitutes a pācittiya offense.
Pācittiya: As explained above. When the Rains Retreat has ended, if one does not leave the boundary for at least one night, one incurs a pācittiya offense. However, if due to old age, frailty, or illness one is unable to travel, there is no offense. Therefore the Blessed One spoke (as above).
