When the Buddha was residing in the city of Śrāvastī, at that time the bhikkhunī Sthūlanandā, when the hour came, donned her robe, took her bowl, and went to stand before the gate of a wealthy household. She suddenly saw a bhikkhu arriving to seek alms, and said to him: "Venerable, you may enter this household — they will cook food and offer it to you, and only then will they eat themselves." If she saw a bhikkhunī arriving, she would say: "Noble one, please enter this household — the benefactors will cook food and offer it to you, and only then will they eat themselves." Or she would say: "Other households also have food — why must everyone come here?" To all wanderers of other sects who came seeking alms she spoke in like manner, with a miserly heart, in order to protect that household.

The bhikkhunīs, having heard of this, reported it to Mahāprajāpatī. This proceeded until she replied:

—It is indeed so, Blessed One.

—That is a wrongful act. Why do you guard another's household with a miserly heart? From this day forward, I do not permit such conduct.

Thereupon the Buddha instructed Mahāprajāpatī to issue the order that all the bhikkhunīs dwelling in the city of Śrāvastī must assemble together, and that even those who had already heard it must hear it again:

—If a bhikkhunī guards another's household with a miserly heart, she commits a pācittiya offense.

If a bhikkhu, with a miserly and envious heart, is possessive of another household's property, he commits a duṣkṛta offense. Therefore the Blessed One spoke (as above).
