138. RULE: DISPOSING OF IMPURE MATTER WITHOUT LOOKING FIRST.
When the Buddha was residing in the city of Sāvatthī, at that time a bhikkhunī, without first looking beyond the wall, threw out excrement and urine. Unexpectedly, at that very moment, a brahmin who had just bathed and cleansed himself and was wearing new clothing was walking along the lane, and the filth was poured upon his head. The brahmin became furious and cursed: "These nuns, daughters of many men, have defiled me like this!"
The bhikkhunīs then went and reported the matter to the Buddha. In the end, when the Buddha questioned her, she replied:
—It is true, Blessed One!
—That is a wrongful act. Why did you not look carefully first before disposing of the impure matter? From this day forward, I do not permit such conduct.
Thereupon the Buddha instructed: Even those who have already heard this must hear it again:
—If a bhikkhunī, without first looking beyond the wall, disposes of impure matter to the outside, she commits a pācittiya offense.
EXPLANATION:
Beyond the wall: Outside the enclosure or boundary wall.
Impure matter: Such as excrement, urine, phlegm and spittle, refuse, and water used for washing the hands and feet, as well as hair, nail clippings, and so forth.
Without looking: Disposing without first looking. When one wishes to dispose of anything, one must look carefully beforehand; if many people are passing, one must wait until the path is clear before disposing. If people are passing infrequently, one must snap one's fingers as a signal before disposing. If one disposes without looking and without snapping one's fingers, one commits a pācittiya offense.
If a bhikkhu disposes without looking, he commits a dubbhāsita offense. Therefore the Blessed One spoke as above.
