Background
The Pāli Vinaya Piṭaka is the collection of rules and guidance for governing the community of bhikkhus and bhikkhunīs in the Theravāda tradition. The Tiracchānavijjāvācana rule, Teaching Knowledge Belonging to the Animal Realm, is found in the Pāṭimokkhasaṃvara, the basic code for bhikkhus. Tiracchānavijjā, knowledge belonging to the animal realm, refers to skills, technologies, or knowledge connected with exceptional worldly matters. According to the Vinaya Piṭaka, such knowledge includes: favorable-wind prognostication and signs, such as predicting sun or rain; animal lore, such as understanding the temperaments of livestock; theories of yin-yang and the five phases; fortune-telling and merit-seeking through certain rituals; the manufacture of weapons; or similar matters.
The rule stipulates that a bhikkhu should not teach this knowledge to anyone, especially those who wish to become students of the Buddha Dharma. The reason recorded in the Vinaya is very clear: these activities show strong attachment to the material world, worldly goals, and enslavement to desires, all of which are entirely contrary to the spirit of going forth.
In particular, in the Pāli text, teaching such knowledge is considered a Pācittiya offense if it is done with the intention of earning a livelihood or accumulating property.
