2. PRECEPT: MAKING A FALSE ACCUSATION AGAINST ANOTHER.
The false accusation is as clearly explained in the precepts of the Bhikkhu. Therefore the Blessed One taught:
—If a bhikkhunī, out of anger and displeasure, groundlessly accuses a pure and innocent bhikkhunī of having committed a Pārājika offense, intending to undermine the purity of that bhikkhunī, and then afterward, whether questioned or not questioned, says: "That accusation had no basis; I spoke thus out of anger"—this is a primary offense of Saṃghāvaśeṣa.
