2. GROUNDLESS ACCUSATION
At one time, the Blessed One was dwelling on Gṛdhrakūṭa Mountain, in the city of Rājagṛha. At that time, the Blessed One, on account of this cause and condition, assembled the Saṅgha of bhikkhus and addressed the bhikkhus:
"From this day forward, I shall establish the precepts for the bhikkhuṇīs, comprising ten principles of meaning, up to and including the phrase 'for the long endurance of the true Dharma.'"
Wishing to set forth the precept, it should be stated thus:
Whatever bhikkhuṇī, out of anger and displeasure, makes a groundless accusation by means of a pārājika offense, wishing to destroy the pure life of that other person — if afterward, whether questioned or not questioned, the matter comes to be known as groundless, and this bhikkhuṇī says: "I spoke thus out of hatred" — this bhikkhuṇī, having committed an offense at the first instance, incurs a saṅghāvaśeṣa and must undergo mānatta.
