ELUCIDATION OF THE FIRST SECTION OF THE 141 PĀCITTIYAS
103. RULE: CONFERRING FULL ORDINATION ON A MARRIED WOMAN WITHOUT PERFORMING THE KAMMAVĀCĀ.
When the Buddha was residing in the city of Sāvatthī, after he had laid down the rule prohibiting bhikkhunīs from conferring full ordination upon a married woman who had reached the age of twelve but had not yet completed two years of training in the precepts, bhikkhunīs then conferred full ordination upon a married woman who had completed two years of training in the precepts. Yet the other bhikkhunīs reproached her, saying: "Who can know whether her training in the precepts is complete or not?"
The bhikkhunīs then spoke to Mahāpajāpatī. Mahāpajāpatī brought the matter and reported it in full to the Blessed One. Thereupon the Buddha instructed Mahāpajāpatī Gotamī to summon all the bhikkhunīs residing in Sāvatthī to assemble together, and that those who had already heard were also to hear it again:
—If a bhikkhunī confers full ordination upon a married woman who has completed the training in the precepts without performing the kammavācā, she commits a Pācittiya offense, as has been set forth above in the rule concerning a virgin for whom the kammavācā was not performed.
