A. ORIGIN STORY

At one time, the Blessed One was dwelling in the garden of Anāthapiṇḍika, in the Jeta Grove, at the country of Śrāvastī. At that time, the bhikkhunī Kālā was fond of quarreling, was not skillful in keeping track of disputes, and afterward, out of resentment, reproached and rebuked the community of bhikkhunīs.

The bhikkhunīs heard of this, and among them were those of few desires, who were content, who practiced the ascetic disciplines, who were fond of training in the precepts, and who had a sense of shame. They reproached the bhikkhunī Kālā: "Why are you fond of quarreling? After a matter has been settled and a night has passed, do you still harbor resentment and reproach the community of bhikkhunīs?"

The bhikkhunīs reported this to the bhikkhus. The bhikkhus went and reported it to the Blessed One. Using this occasion as a cause, he assembled the community of bhikkhus and rebuked Kālā:

"What you have done is wrong, unbecoming, not in accordance with the conduct of a renunciant, not in keeping with pure practice, not befitting, and something that ought not to be done. Why are you fond of quarreling? After a matter has been settled and a night has passed, do you still harbor resentment and reproach the community of bhikkhunīs?"

Having rebuked her with numerous means, the Buddha said to the bhikkhus:

"This bhikkhunī is a field that cultivates many seeds of the defiled; she is the first to transgress this rule. From now on, I shall lay down a rule for the bhikkhunīs, comprising ten points of meaning, up to and including the phrase 'for the long endurance of the true Dharma.'"

The rule should be stated as follows:

Whatever bhikkhunī, being fond of quarreling, not skillful in keeping track of disputes, and afterward, out of resentment, not being pleased, reviles and abuses the community of bhikkhunīs — pācittiya.

Non-transgression: speaking in jest, or speaking hastily, speaking to oneself, speaking in a dream, or intending to say one thing but mistakenly saying another — in all such cases there is no transgression.

Those who do not transgress: one who commits the act for the first time before the rule has been established; one who is insane, mentally deranged, or tormented and overwhelmed by pain.
