At one time the Buddha was dwelling in the wondrous palace that is the residence of the animals of Mount Kailasa, together with a great assembly of 1,250 great bhikshus and immeasurable bodhisattva mahasattvas, with Manjushri, Dharma Prince, as the foremost. All the bodhisattvas had the appearance of youths, together with sixteen great beings of the assembly headed by Bhadrapala.

At that time the World-Honored One, with right mindfulness and knowledge, expounded the essentials of the Dharma for devas and humans, causing them all to rejoice. Then Great Brahma King, together with devas, nagas, yakshas, gandharvas, asuras, garudas, kinnaras, mahoragas, humans, and non-humans, all rose, joined their palms, and said to the Buddha:

“World-Honored One! There are living beings who have committed all kinds of evil karmic offenses and therefore fall into hells, hungry ghosts, animals, and the realm of Yama, where they undergo all kinds of suffering. We pray that the World-Honored One, with great compassion, will speak a skillful means to remove and extinguish their suffering and affliction, causing those living beings to be liberated from the dangers in the evil destinies.”

Then Avalokiteshvara Bodhisattva Mahasattva, surrounded before and behind by immeasurable mantra-holding sages, bowed his head at the Buddha’s feet and said:

“World-Honored One! Please extend your compassion and use skillful means to save all worlds!”

The Buddha said: “Good man! There is a dharani named Wondrous Arm Seal Banner. If one can constantly recollect, recite, practice, and contemplate it, one will swiftly remove and extinguish the offenses of the Avici hell, obtain wealth and happiness, and be born into a great noble family.”

At that time the World-Honored One then spoke the mantra:

7 ) Tát bà phật đà , a bà lô chỉ đế ( SARVA BUDDHA AVALOKITE )

8 ) Đà la, đà la ( DHÀRA DHÀRA )

9 ) Đạt ma, a bà lô chỉ đế ( DHARMA AVALOKITE )

10 ) Giá la, giá la ( CALA CALA )

11 ) Tăng già, a để sắt xỉ đế ( SAMGHA ADHISTITE )

12 ) Bạt la, bạt la. A nịnh ca ( VARA VARA_ ANISKA )

Good man! This dharani has been expounded by Buddhas as numerous as the sands of the Ganges. Ananda! It is difficult in the world to encounter a Buddha; it is difficult to obtain a human body; and receiving and upholding this transmitted mantra is even more difficult.

Good man! I remember that in past lives, from Buddha Vipashyin up to Tathagata Kashyapa, they all spoke this dharani for me. If one wishes for peace and happiness, then throughout all the Buddha lands all living beings should draw near, listen, and faithfully accept it.”

When the World-Honored One had spoken this mantra, Avalokiteshvara Bodhisattva Mahasattva and the others, the eight classes of devas and nagas, and all the assembly, having heard what the Buddha taught, were greatly joyful, faithfully accepted it, and practiced it.
