Bhikkhu Kammavācā is a collection of verbal formulas (vācā) used to carry out legal decisions in the monastic community (Sangha). It is an important part of the Vinaya Piṭaka, drawn from the Vibhaṅga — the collection explaining the monastic rules in detail.
In early Buddha-Dharma, the Sangha is not an organization with an absolute chief who gives commands, but a community of monastics that governs itself according to democratic and transparent principles.
