THE RULE ON THE USE OF A WAISTBAND.
When the Buddha was residing in the city of Śrāvastī, at that time the bhikkhunī Sthūlanandā went with a number of other women to the river Aciravatī, removed their garments, and went down to bathe. Then she came out first, took the decorative waistband belonging to the women and fastened it around her own waist, then asked them:
—Do I look beautiful?
—We are those who still have sensual desire, so we wear a waistband to give our waists a slender shape, hoping to be loved by our husbands. For what purpose does a noble one use it?
The bhikkhunīs heard of this matter and reported it in full to Mahāprajāpatī. In the end, when the Buddha inquired, she replied:
—It is true, Blessed One!
—That is a wrongful act. From this day forward, I do not permit bhikkhunīs to fasten a waistband around their waists. Whoever uses a woman's waistband to bind her own waist commits an offense of Violation of the Vinaya. However, if there is a boil or abscess, fastening a waistband incurs no offense.
