When the Buddha was residing in the city of Śrāvastī, at that time a bhikkhunī, overcome by the arising of sensual desire, directed her vagina toward a stream of pouring water and immediately experienced an impure discharge, so that doubt arose in her mind. The bhikkhunīs then spoke to Mahāprajāpatī. Mahāprajāpatī in turn reported the matter to the Blessed One.
The Buddha then instructed: "From now on, I do not permit directing the vagina toward a stream of pouring water. A stream of pouring water means drops of water flowing down from above. If a bhikkhunī wishes to bathe at a place where water pours down, she should use a cloth to cover herself above.
If anyone directs the vagina toward a stream of pouring water or toward dripping water from the eaves of a roof in order to alleviate sensual desire, she commits a Sthūlātyaya offense. When wishing to bathe at a place where water pours down or where water drips from the eaves of a roof, one must not turn one's body face-upward toward the stream of water but must turn one's back to it. If anyone turns the body face-upward toward the stream of water in order to alleviate sensual desire, she commits a Sthūlātyaya offense.
This is called a place where water pours down."
