When the Buddha was residing in the city of Śrāvastī, after the Blessed One had established the rule forbidding the bringing of menstrual cloths to be washed at the bathing place of men, the bhikkhunīs then brought them to the washing place of travelers to wash. In the end, the Buddha instructed: "I do not permit the bringing of menstrual skirts to the washing place of travelers to be washed. Instead, one should use a basin or an earthenware bowl and bring it to a secluded place to wash.
When the washing is done, one must not pour the soiled water onto the ground; rather, one should pour it into a gully or a stream, in a place where no one can see, and then hang that skirt out to dry for future use when needed. If a bhikkhunī brings a menstrual skirt to the washing place of travelers to wash, she commits an offense of Violation of Vinaya. This is what is called the garment-washing place of travelers."
