4. THE GREAT FALSE SPEECH
At one time, the Buddha was in the pavilion on the Monkey River at Vesālī. Using this occasion as a cause and condition, he assembled the community of monks and said to the monks:
"From now on, I shall lay down the precepts for the bhikkhunīs, comprising ten bases of meaning, up to the phrase 'for the long abiding of the true Dharma.'"
Wishing to proclaim the precept, it should be stated thus:
Whatever bhikkhunī, having no actual knowledge, claims for herself: "I have attained a superhuman state; I know thus, I see thus." Later, that bhikkhunī, whether questioned by another or not questioned, wishing to purify herself, speaks thus: "I truly did not know, did not see, yet I said that I knew and saw — I have spoken falsely and deceitfully." Excepting overestimation through conceit. That bhikkhunī is one who has committed pārājika and is not permitted to live together with the community.
