Thus have I heard: At one time the Buddha was staying in the country of Shravasti, in Jeta Grove, Anathapindada’s Park, together with a great assembly of 1,250 great bhikshus, all fully gathered. There were also great bodhisattvas, with Vajrapani as the foremost.
At that time the Blessed One said to Vajrapani Bodhisattva, the Great Lord of Secrets: “As for your own division, called the Vajra division, within the Vidyadhara treasury there is an unsurpassed, most profound, secret Dharma. Because living beings have shallow consciousness and narrow faculties and capacities, it is difficult for them to believe and understand the secret meaning. As you previously spoke of a Dharma difficult to believe and difficult to understand: if you do not rely upon the Dharma, then you are not a noble one; you are also called unwholesome, and also called difficult to tame.
Vajrapani, now within this Vajra division of yours, I shall briefly speak the Eight Names and the secret dharani. If anyone upholds and recites this dharani, the matters they seek will easily be accomplished. If a person hears this dharani, brings forth a mind of utmost sincerity, receives, upholds, reads, and recites it, then however many karmic offenses of Avici they have committed will all be extinguished.
When this sutra is upheld, through the majestic power of the Dharma, eighty-four thousand kotis and nayutas of hosts of evil maras will retreat, scatter, and flee throughout the worlds of the ten directions. If someone hears this dharani and rejoices in it with aspiration, then even if that person does not uphold the precepts, their precepts will become complete; if they are not practicing brahma-conduct, they will accomplish brahma-conduct; if they are not tranquil, they will become tranquil; and they will even come to see the Buddhas and bodhisattvas, who will joyfully console them and grant that what they seek be accomplished.”
At that time Vajrapani Bodhisattva, having been admonished by the Buddha, bowed with his head and face to the ground and said: “Blessed One! What I formerly said was true, in accordance with the noble command. I humbly pray that the Blessed One, not abandoning his great compassion, will universally, for the sake of all living beings present and future, proclaim to me the eight secret names and the dharani, causing living beings to gain great benefit.”
The Buddha said to Vajrapani: “Listen well, listen well! Within the supreme Vidyadhara treasury of the Vajra division, I shall speak to you the Secret Eight Names: First, Elephant Ear; second, Wondrous Adornment; third, Ocean of Jewels of Merit; fourth, Unmoving; fifth, True Cloud; sixth, Lovable Form and Appearance; seventh, Flame Light; eighth, Wondrous Form.
Vajrapani! These are your Secret Eight Names.” He then spoke the dharani:

The Buddha said to Vajrapani Bodhisattva: “If, moreover, a person receives, upholds, reads, and recites these Secret Eight Names and this dharani, then for seven hundred kotis of nayutas of hundreds of thousands of kalpas that person will no longer fall into the hells. When they are near death, the Buddhas and bodhisattvas will manifest before them, console them, and speak the Dharma; after their life ends, they will be born in Tushita Heaven.”
When the Buddha had spoken this sutra, Vajrapani Bodhisattva and all the bodhisattvas, all the worlds’ devas, nagas, asuras, gandharvas, humans, nonhumans, and so forth, having heard what the Buddha had said, all greatly rejoiced, faithfully received it, and reverently practiced it.
