Thus have I heard. At one time the Buddha was dwelling at the King's Abode of Maraṇḍa on the Great Snow Mountain (Mahāhimavat), together with an assembly of great Bhikṣus numbering 1,250 persons who came to attend. Their names were: Mahāmaudgalyāyana, Śāriputra, Mahākātyāyana Pada, Ānanda, Mahākāśyapa, Pūrṇa, and Maitrāyaṇīputra.
There were also Bodhisattvas, 10,800 in all, every one of them having attained the Non-Retrogressing Dhāraṇī (Total Retention) and Eloquence. Such Beings, among Saṃsāra-sands-numerous Assemblies, turned the wheel of the Great Dharma.
At that time an Envoy from within the palace city of Kāśi came to the place where the Buddha dwelt, bowed his head to the feet of the Buddha, and addressed the Buddha, saying: "King Prasenajit has sent me to come before the World-Honored One to ask for a stratagem. The great country of Kosala has brought countless myriads of soldiers to besiege Kāśi. We, the king and his subjects, are deeply troubled, and the people are all terrified. We pray the World-Honored One to use the power of His Great Wisdom to rescue and protect us."
Then the World-Honored One instructed the Bodhisattva Spiritual Power King (Ṛddhirāja) to go to the city of Kāśi and swiftly to construct the Secret Gate of the Pātāla Bodhimaṇḍa Seven-Star Fire Altar—that is, the Pātāla Bodhimaṇḍa, made within a quiet chamber—and to erect the Seven-Star Fire Altar upon open ground; if for one day and one night it is performed according to the Dharma, then that horde of bandits will of itself withdraw and disperse.
That Dharma Service is as follows: First one should Bind the Boundary (Establish the Sīmā), and afterward perform the Pātāla Dharma Gate.
"Namo, Great Teaching Lord, Wish-Fulfilling Wheel King (Cintāmaṇi-cakra-rāja).
Now I reverently perform the Pātāla Dharma. I pray that the Beings who possess the Heavenly Eye and Heavenly Ear, the Beings who possess Spiritual Powers, bear witness to this performance of the Dharma."
Then recite the Wish-Fulfilling Wheel (Cintāmaṇi-cakra) Mantra seven times; seven times empower the water by incantation and sprinkle it upon the ground. Take the Boundary's rear as the binding of the Boundary—that is the Pātāla. There is this requirement: the Chamber must be exceedingly pure and clean, and the surface of the ground must be level, like the face of a mirror.
In the very center is the image of the Five-Colored Wheel, resembling a wheel, having either ten spokes-paths or twelve spokes-paths; in the spaces marking the boundaries of the wheel is drawn the form of the Vajra (Vajra-staff). Upon the spokes of the wheel (Wheel-Spokes) it is likewise. In the very center is set the image of the Bodhisattva Wish-Fulfilling Wheel King, and in each interval of the spokes (between the spokes) are set the images of the Seven Stars together with Hārītī.
Before each Image are placed lamps, ghee, incense… all manner of offerings. However many are the Names and Surnames of the people, they are all drawn upon the Natal Star (Bhava-tārā). The Ācārya sits at the seat of the wheel, and one by one reverently announces that the Dharma Service is accomplished, applying empowerment and reciting; for one Session, 108 repetitions seated, while for Contemplative Mindfulness the count of repetitions need not be reckoned.
As for the Fire Altar, in the ground one makes a fire-hearth, either one cubit wide or two cubits wide. Then one empowers a single person, either an Upāsaka or an Upāsikā, who, wearing clean garments, performs the Natal Star, with food and drink together with ghee, honey, incense, medicine… If there appears a strange and unusual light that wavers, then accomplishment is attained.
Whether it be a pure Ācārya, or the king, or a subject, down to a common person who himself makes the Fire Altar and entreats with prayer, then according to that aspiration, accomplishment is straightway attained.
At that time the Bodhisattva Spiritual Power King, reverently receiving the Teaching Command, went to the great city of Kāśi, entered within the palace, and one by one performed the Dharma; then thunder roared and lightning struck, causing the army of bandits to be destroyed and scattered. The king and subjects of the city of Kāśi rejoiced, and the people were at peace and ease.
Then the Bodhisattva Spiritual Power King returned to where the Buddha dwelt, bowed his head to the feet of the Buddha, and addressed the Buddha, saying: "How wondrous, World-Honored One! This secret Dharma Gate is beyond all reckoning and discussion! Where does the Bodhisattva Wish-Fulfilling Wheel King dwell at this present time? We will rely upon the majestic power of the Tathāgata to go to that World and bow in homage to the Bodhisattva Wish-Fulfilling Wheel King."
The Buddha said to the Bodhisattva Spiritual Power King: "Excellent! Excellent! Due south there is a World named Seven-Jewel Wheel-Turning King (Saptaratna-cakravartin); that Bodhisattva dwells upon a wheel of the seven jewels, having as Dharma-Protectors the Seven Stars together with the multitudes of Devas surrounding him. He turns the wheel of the Dharma to rescue and deliver sentient beings."
Then the Bodhisattva Spiritual Power King addressed the Buddha, saying: "World-Honored One! By what causes and conditions is it that, not only does one Contemplate and hold in mind the Bodhisattva Wish-Fulfilling Wheel King, but one must also additionally pay homage to such a group of Natal Stars?"
The Buddha said: "In ages past, the Buddha Dīpaṃkara received this Dharma Gate. The Seven Stars are Star-Spirits that descended from the Heavens above; Hārī is a Great Spirit who came up from beneath the earth, and together they vowed, saying: 'We pray to protect and uphold this Great Dharma. If there be a person who recites and performs this Dharma, we shall come first of all to help bring the Dharma Service to accomplishment.' By reason of these causes and conditions, the Performance of the Dharma is preserved."
At that time the Bodhisattva Spiritual Power King, relying upon the great spiritual power of the Buddha, went to that World, bowed in homage to the Bodhisattva Wish-Fulfilling Wheel King, and then said:
"We, dwelling in the Sahā World,
Cultivate and study the Tathāgata's Causal-Ground Gate,
To rescue and deliver King Kāśi-Vāsi;
By these causes and conditions we pay homage to the Honored One.
Adorned with the Seven Jewels, Jewel-Wheel King,
Bodhisattva of fair marks beyond all reckoning,
Whose Circumstantial Reward and Direct Reward are fully supreme and wondrous—
Now do I reverently bow to the Wish-Fulfilling Wheel."
Then the Bodhisattva Wish-Fulfilling Wheel spoke these Verses, saying:
"Now have I cultivated the Bodhisattva Path,
Rescuing sentient beings from the suffering of the long night;
Now I am seated upon the adorned Wish-Fulfilling Wheel,
Causing all sentient beings to be likewise.
However many sentient beings have aspirations,
Now I, the Wish-Fulfilling Jewel-Wheel King,
According to each kind, bestow joy upon them—
There is nothing the mind wishes that is not fulfilled.
If there be sentient beings within the World
Who wish to penetrate and attain the Unconditioned Path (Asaṃskṛta),
Yet whose karmic hindrances are deep and thick so that they cannot accomplish it,
I employ the Jewel-Wheel to bring them to awakening.
If there be a World wherein the Three Calamities arise,
So that the people and lands are not at peace and ease,
Should there be one therein who performs My Dharma,
The Wish-Fulfilling Dharma-Wheel grants great bliss.
If there be a country afflicted by famine and dearth,
So that all the people are not at peace and joy,
If one performs My Pātāla Dharma,
The Wish-Fulfilling Sacred Wheel is able to rescue and aid.
If there be a World invaded by bandits,
The four directions besieged and lacking peace and security,
Should there be within the country one who performs My Dharma,
The Wish-Fulfilling Sacred Wheel grants peace and ease.
If there be sentient beings within the World
Who fall afoul of the king's law and are imprisoned in jail,
Should they perform My Pātāla Great Dharma,
The Wish-Fulfilling Sacred Wheel is able to rescue and aid.
If there be sentient beings within the World
Who are blind, deaf, lame, crippled, or beset by every kind of illness,
Should they recite My Pātāla Great Dharma,
The Wish-Fulfilling Sacred Wheel is able to rescue and aid.
If there be sentient beings within the World
Who wish to be wealthy and seek riches and emolument,
Should they perform My Pātāla Great Dharma,
The Wish-Fulfilling Sacred Wheel grants their wishes.
If there be such a Wish-Fulfilling Wheel as this,
All sin and hindrances are entirely removed,
All auspiciousness descends and arrives,
And of every suffering there is none not uprooted.
The Devas, Nāgas, and Spirits, together with the human realm,
All sentient beings who take Refuge—
If one does not, in accord with that mind, fall into false speech,
That Dharma is able to remove all sins,
To increase and grow all the merits,
Sovereignly able to illumine the hundred paths,
And to accomplish all the wishes of sentient beings."
At that time the Bodhisattva Spiritual Power King bowed in homage to the Sacred King and then returned to his native land, single-mindedly receiving and upholding the Mantra of this secret Dharma Gate, the Mahā-Pātāla, beyond all reckoning and discussion.

If there be a person who gives rise to a mind of prayerful petition, or who has illness or calamity and wishes to pray and invoke for long life, down to all the wishes and petitions within the mind, then one shall dispatch the Natal Star, which constantly follows the mind.
The Tathāgata, while in the world, established a great Vow that He would perform the Homa (Fire Offering) within this Section. By reason of these causes and conditions, one therefore employs the Seven Stars (the 7 stars) to make it efficacious. The many secrets thereof must not be transmitted outward. Whether for the sake of a King, or for the sake of a Great Minister—it must not be for the sake of the common people and the hundred clans, the Sentient Beings of meager knowledge, that one performs this Great Dharma.
