First is the sovereignty of time, of thirty-two dharmas. Again, it turns at one moment; again, it turns at another moment. Again, at the moment of turning it does not turn. Again, not turning, it turns. Again, at one moment it turns afar; again, at one moment it turns near; and so on up to the immeasurable.

Second is the sovereignty of place. One differs from the place of turning, and so on up to the immeasurable.

Third is the sovereignty of things; by sameness and difference together with function; and so on up to the immeasurable.

Fourth is the sovereignty of universal pervasion; there is no place that it does not penetrate; and so on up to the immeasurable.

Fifth is the sovereignty of great and small, the utterly heavy and the utterly subtle; and so on up to the immeasurable.

Sixth is the sovereignty of being and non-being, now manifesting and now concealing; and so on up to the immeasurable.

Seventh is the sovereignty of stillness and motion; again concentrated and again dispersed; and so on up to the immeasurable.

Eighth is the sovereignty of the profound, matters such as the inconceivable; and so on up to the immeasurable.

Ninth is the sovereignty of non-sovereignty, employing things by reversal; and so on up to the immeasurable.

Tenth is the sovereignty of non-obstruction, employing things in accord and in reverse; and so on up to the immeasurable.

And thus on up to the tenth, the sovereignty of sovereignty. Inexhaustible sovereignty and all sovereignties; and so on up to the immeasurable.

As was said before regarding the thirty-two dharmas. Thus is sovereignty complete and perfectly fulfilled, without lack, loss, or alteration. By this meaning, therefore, the name "Ocean-King" is established; thus should one ponder and judge. As the verse has said, the path of the Ocean-King is fully endowed with one hundred sovereignties. Employing this causes-and-conditions, therefore, the name "Ocean-King" is established. In the Sūtra of the Flower of Enlightenment it is said thus: Within the gate of the great ocean of the foremost vast section, if it be spoken of extensively, then there are sovereignties numbering as the dust-motes of one and of the ten-direction world-systems. If it be spoken of briefly, then there are one hundred sovereignties; and so on, spoken of extensively.

Are the thirty-three oceans of dharma

Therefore, as the verse has said, it is the Unspeakable Root-King; therein are the dust-measures of the ten directions and the empty-dust-measures of the ten directions within the thirty-three oceans of dharma. In the Sūtra of the Root-King it is said thus:

At that time the World-Honored One addressed the Great Assembly, saying: I, employing the three penetrating knowledges, comprehend all dharmas; there is no place of obstruction; there is no place of deficiency, and yet there is an ocean inconceivable; inconceivable; that cannot be fully known. That is to say, the inexhaustible-treasury ocean of the Empty-Dust Root-King, of pure virtue, perfectly fulfilled, sovereign of sovereignties; and so on, spoken of extensively.
