At that time the World-Honored One said to the venerable Ānanda: "Ānanda! There is the Vijaya Great Vidyā-rāja (the Supremely Victorious Great King of Radiant Wisdom) which all the Buddhas of the past have expounded. Ānanda! The Tathāgatas, numerous as seven koṭis, have also expounded it in sympathetic joy. Now I too, for the sake of all sentient beings in the ages to come, expound it clearly. Listen attentively, all of you!

Ānanda, if there be good men or good women who, having heard the name of this Vijaya Great Vidyā, wish to receive and uphold it, to read and recite it, they must first cultivate and purify their body and mind, taking refuge in all the Buddhas, in all the noble True Dharma, and in all the great assembly of sages and saints, the Saṅgha.

Next, let them again take refuge in the Great Bodhisattva of Great Compassion, Avalokiteśvara, and also take refuge in and uphold the World-Lord of the Sahā realm, down to all the Vidyādhara devas...

Only after thus taking refuge in all the Buddhas, Bodhisattvas, and the holy assembly may one recite this dhāraṇī.

The World-Honored One then expounded the dhāraṇī of the Vijaya Great Vidyā-rāja:

Tadyathā: Dhara dhara dhara dhara dhara dhara dhara, Dhiri dhiri dhiri dhiri dhiri dhiri dhiri, Dhuru dhuru dhuru dhuru dhuru dhuru dhuru, Suru suru suru suru suru suru suru, Mara mara mara mara mara mara mara mara, Mili mili mili mili mili mili mili mili, Muru muru muru muru muru muru muru muru, protect me and all sentient beings, Hele hele hele hele hele hele hele hele hele, Huru huru huru huru huru huru huru huru huru, Kile kile kile kile kile kile kile kile kile, Mile mile mile mile mile mile mile mile mile, Cile cile cile cile cile cile cile cile cile cile, Curu curu curu curu curu curu curu curu curu curu, Sarva-bhūta-pratiṣṭha karomi svāhā.

If any enemies or foes should give rise to vicious and exceedingly malevolent minds, wishing to work all manner of evil arts against the practitioner and against other sentient beings—causing the arising of all kinds of sicknesses and diseases, or wishing to obscure and hinder them so that the eyes cannot see, the ears cannot hear, the nose cannot smell, the mouth cannot speak, and even wishing to bind and subjugate the whole body—those enemies, whether doing such things themselves or directing others to do them, and even those who, seeing others commit such evil and harmful deeds, rejoice and lend their aid—all such evil things shall be entirely eradicated and destroyed by this dhāraṇī.

Duru duru duru duru svāhā.

All manner of demons, sprites, goblins, and apparitions, vetāḍa-demons, whirlwind-demons... if such kinds of demons and spirits wish to give rise to evil minds and do harmful, injurious deeds, they shall straightway be driven back by the majestic power of this dhāraṇī, kept far from the practitioner, and scattered in all four directions.

Tsara tsara svāhā, Mara mara svāhā, Mili mili svāhā, Dhuru dhuru svāhā.

If any kind of human or non-human being should give rise to an evil mind, wishing to subjugate and imprison the practitioner and other sentient beings, causing them to become frenzied or deluded—whether such has already been done or is about to be done—it shall all be dispelled by this dhāraṇī.

Nile nile keśe svāhā. Bhete bheta keśe svāhā. Lohite lohita keśe svāhā. Avanate avanata keśe svāhā. Śvete śveta-pravāra-dhāraṇīye svāhā.

If one be threatened and terrified by kings, by bandits and robbers, by calamities of flooding waters or raging fires, or by such demons as the Ḍākinī, Piśāca, Kumbhāṇḍa, Kaṭa, Dānava, shadow-devouring demons, and the like—by all such terrors and fears caused by such evil demons and spirits—whether encountered upon the road or amid the open wilderness, by reciting this dhāraṇī one shall come and go in safety both day and night. It shall also cause those enemies and foes, upon meeting face to face and hearing its sound, to have their enmity and hatred dispelled, becoming like kinsmen and relations who joyfully meet one another.

Tadyathā: Huru huru nigi nigi lini gilini svāhā.

All evil and heterodox arts shall be cut off and destroyed; they shall either burst into flame of their own accord and turn to ashes, or wound themselves, or fall into their own confusion; all curses and hexes shall collapse, or vanish and be seen no more. If there be any who works evil arts amid empty space, they shall straightway fall down of themselves; and even where there are written spells, these shall meet with obstruction and fail to take effect. The realm of Yama-rāja, too, shall be shaken and seized with fear.

Tadyathā: Saṭa saṭa phaṭ phaṭ phaṭ phaṭ phaṭ dhuru dhuru muru muru svāhā.

If there be a Māra-king or the hosts of Māra who turn evil minds toward the practitioner, or devas of the Heaven of Self-Mastery, or yakṣas, yakṣiṇīs, and the like, down to those kinds of beings who drink blood, eat flesh, suck human fat, draw out the vital essence, or feed upon phlegm and spittle... who wish to bind and subjugate the practitioner—by the majestic power of this dhāraṇī they shall straightway be liberated; and even sons and daughters, at the time of conception, while within the womb, and at the very moment of birth, shall all be at peace and ease.

Ānanda! This Vijaya Great Vidyā-rāja is the Mother of the world, and all sentient beings are the children of this Vidyā-rāja.

Ānanda! If there be good men or good women who, having heard the name of this Vijaya Great Vidyā, then constantly receive and uphold it, read and recite it, then the sins, transgressions, and karmic hindrances of that person, from beginningless time until now, shall all be brought to an end; all good and wholesome things shall increase and grow; and seeing this, they shall give rise to joy, and all their undertakings shall be accomplished.

Furthermore, if there be good men or good women who write the name of this Vidyā-rāja upon paper or silk and then bind it upon the crown of the head or wear it upon the arm, constantly carrying it upon their person, then all inauspicious things shall straightway be kept far away; even in dreams they shall not behold evil or inauspicious scenes; nor shall they suffer the calamities of flooding waters or raging fires; and even all manner of evil things shall be unable to bring them harm.

Furthermore, if one cup water in the hands and recite this dhāraṇī of the Vidyā-rāja into it, then wipe that water upon the nose, the evil karma of former lives borne by the body shall also be eradicated, and skillful and wholesome qualities shall increase and grow, so that one constantly dwells in peace and joy.
As for all kinds of perverse spells, curses, and hexes that cause harm and disadvantage, one may take this dhāraṇī of the Vidyā-rāja and recite it into clean water, into thread, or into mustard seeds, and use these to dispel them, causing them of themselves to dissolve away and retreat.

Ānanda! Earlier I told you that this dhāraṇī of the Great Vidyā-rāja was expounded by all the Tathāgatas of the past, numerous as seven koṭis. Now, again, for the sake of those sentient beings in the ages to come who lack merit and virtue, who are disturbed and afflicted by all manner of evil demons so that they cannot be at peace, I therefore proclaim this dhāraṇī of the Great Vidyā-rāja. You should well receive and guard it, and transmit it into the future without letting it be lost or cut off, that it may serve as a refuge for sentient beings."

At that time, when the World-Honored One had finished expounding this Sūtra of the Vijaya Great Vidyā-rāja, the venerable Ānanda, with joy, faithfully accepted it, paid homage to the Buddha, and withdrew.
