136. PRECEPT: INVITING TO RESIDE TOGETHER, THEN REPROACHING.
When the Buddha was dwelling at the city of Sāvatthī, at that time the bhikkhunī Sthūlanandā said to Śroṇadattā: "Let us observe the Rains Retreat here." Then she went to the house of a lay supporter and praised her, saying: "The bhikkhunī Śroṇadattā is virtuous and good in moral conduct; you should make offerings to her." Indeed, Śroṇadattā was dignified and proper in her deportment, and her movements and manner of looking about did not transgress the rules, so that when the lay supporter saw this, joy arose in her heart. However, after this, Sthūlanandā reproached and harassed Śroṇadattā.
The bhikkhunīs then brought this matter and reported it to the Blessed One. In the end, she replied when the Buddha questioned her:
—It is indeed so, Blessed One!
—This is a wrongful act.
Thereupon the Buddha taught: Whether one has heard it before or not, one must hear this again:
—If a bhikkhunī says to another bhikkhunī: "Venerable one, let us observe the Rains Retreat here," but afterward reproaches and harasses her, she commits a pācittiya offense.
EXPLANATION:
If a bhikkhunī says to another bhikkhunī: "Let us observe the Rains Retreat here," but during the Rains Retreat herself uses body or speech, or instructs another to use body or speech to harass that bhikkhunī, she commits a pācittiya offense. However, if the other person does not observe the precepts and there is fear she will act in an unlawful manner, and so she is sent away, there is no offense.
If a bhikkhunī harasses a śikṣamāṇā or a śrāmaṇerikā, she commits a duṣkṛta offense. If she harasses a lay person, she commits an offense of duṣkṛta requiring repentance of mind.
Therefore the Blessed One spoke thus (as above).
