101. PRECEPT: GIVING FULL ORDINATION TO A WOMAN WHO HAS BEEN MARRIED FOR TWELVE YEARS BUT HAS NOT TRAINED IN THE PRECEPTS.
When the Buddha was residing in the city of Śrāvastī, after the Blessed One had established the rule not permitting bhikkhunīs to give full ordination (Upasampadā) to a woman who had been married for fewer than twelve rains, bhikkhunīs gave full ordination to women who had been married for twelve rains. However, bhikkhunīs complained: "Whether a woman has been married for twelve rains or not — who can know!"
The bhikkhunīs heard this and spoke to Mahāprajāpatī. Mahāprajāpatī then brought the matter before the Blessed One. Thereupon the Buddha instructed: "From now on, women who have been married for twelve rains must be given the training precepts for two years."
The Buddha then directed Mahāprajāpatī to issue the order for all bhikkhunīs living in the city of Śrāvastī to assemble together, and even those who had already heard the rule must hear it again:
—If a bhikkhunī gives full ordination to a woman who has been married for twelve rains without first giving her the training precepts, she commits a Pācittiya offense, as has been stated above in the precept concerning a maiden who has not trained in the precepts.
