If a bhikkhunī commits any one of these offenses, she must undergo the Mānatta discipline before both assemblies for a fortnight. Thereafter, the rehabilitation is performed before both assemblies, each consisting of twenty persons, so as to satisfy all. If the assembly of twenty is short by even one person, the rehabilitation of this bhikkhunī is invalid, and the bhikkhus and bhikkhunīs are liable to censure.

Therefore, when performing the rehabilitation, one must ask: "Are all those present pure?"—and for the second and third time likewise: "Are all those present pure? Those present who are pure should remain silent. I take note of the matter thus."
