When the Buddha was residing in the city of Śrāvastī, at that time a certain bhikkhunī, overcome by sensual desire, fashioned a phallus out of wax and tied it beneath her bed. Later, when the room caught fire, fearing that the bedding would burn, she brought it outside. Then some lay people, seeing the fire, came to inspect where the flames had spread, and upon discovering it, condemned her, saying: "How can someone who has gone forth from the household life engage in such depraved behavior!"
The bhikkhunīs then brought the matter before the Blessed One. In the end, when the Buddha questioned her, she replied:
—It is true, Blessed One!
—From now on, I do not permit the use of a wax phallus. A wax phallus means one made of wax, or made of copper, tin, lead, white wax, or ivory, or beeswax—in general, any phallus fabricated from such materials. If anyone uses a wax phallus to pacify sensual desire, she commits a Sthūlātyaya offense. This is what is called a wax phallus.
