2. TAKING WHAT IS NOT GIVEN
Once, the Buddha was dwelling on Vulture Peak Mountain, in the city of Rājagṛha. At that time, the Blessed One, on account of this matter, assembled the community of bhikkhus and said:
"From now on, I shall establish the training rules for the bhikkhunīs, comprising ten clauses of meaning, up to and including the phrase 'for the long abiding of the true Dharma.'"
The rule should be stated as follows:
Whatever bhikkhunī, in a village or in an uninhabited place, with a mind of theft, takes what has not been given—according to whatever has not been given and is taken, whether she is seized by a king or by the king's ministers, or killed, or bound, or banished from the country, with the words: "You are a thief, you are foolish, you are ignorant"—that bhikkhunī is one who has committed pārājika and may no longer live in community.
