The Sūtra on Matters of Formal Action in the Sangha
Background
Carmavastu (Pāli: Kamma-vastu, meaning "matter of work" or "matter of action") is an important part of the Vinaya Piṭaka of the Theravāda tradition. This section belongs to the Suttavibhanga or related legal sections concerning the manner of organizing and managing works and common decisions of the Sangha.
Transmission history says that after the Buddha Śākyamuni entered nirvana, the great arhats gathered to organize two great councils for compiling the scriptures. In that context, matters concerning how to meet, vote, announce, and carry out decisions of the Sangha became necessary. Carmavastu was established to ensure that the Sangha functioned in an organized, fair manner and according to collective principles.
This section reflects the practical need of a long-lasting community of practice. When the Buddha was alive, small matters were decided directly by him; later, however, the Sangha had to establish procedures for itself to maintain discipline and unity.

Carmavastu regulates the legal procedures (kamma, formal acts of the Sangha) that the Sangha must observe. Official decisions of the Sangha are not individual opinions, but must be passed according to specific forms: upasampada, disciplinary decisions, requests for going forth (pabbajja), and other communal events of practice.
The sūtra states clearly that the Sangha must assemble (sannipata), discuss openly (pubbasannipatika), and achieve agreement (sammodana). A decision has validity only when it is performed formally before a Sangha of sufficient number, without major objection or doubt.
This section also regulates announcements (anuggahita), ways of handling disputes, and special situations such as when there are insufficient Sangha members present or when there is difference of opinion. Carmavastu emphasizes that fairness, transparency, and consensus are the foundation of all Sangha decisions.
