45. "One must train: One should not cover rice over soup hoping to receive more soup."
If a bhikkhu, while waiting for food to be served, fears soiling his robe, he may cover the soup with rice on one side, leaving the other side exposed, but must not cover it entirely.
If he covers it entirely and the server asks whether he has received food, he must answer that he has already received it.
If, with unrestrained faculties, he covers rice over the soup hoping to receive more soup, this constitutes disregard for the rule of training. Except in the case of mental derangement, there is an offense. Therefore it is said:
"One must train: One should not cover rice over soup hoping to receive more soup."
When the Buddha was residing in the city of Sāvatthī, as described in full above. At that time a lay supporter came to the monastery to offer a meal to the community of monks. While eating, the group of six bhikkhus, with dirty hands, took up cups of water and passed them to those beside them, causing those persons to find them unclean and refuse to accept them. The bhikkhus then brought this matter and reported it to the Blessed One. The Buddha immediately ordered the group of six bhikkhus to be summoned. When they had come, the Buddha asked:
—Did this matter truly occur as reported?
—It truly happened thus, Blessed One.
—From this day forward, one must not hold a cup of water with dirty hands.
Thereupon the Buddha instructed the bhikkhus to all assemble, and for ten reasons he established a rule for the bhikkhus, which all must hear even if they have heard it before:
