– MAHĀSĀṂGHIKA VINAYA

– CLEARLY EXPLAINING THE BEGINNING PORTION OF THE SEKHIYA RULES:

11. "One must train: one is not to enter the house of a white-robed householder walking in a swaying manner."

If the body is old or ill, or one encounters rain, wind, snow, or cold, then walking in a swaying manner incurs no offense. But if one enters the house of a white-robed householder with the sense faculties unrestrained, walking in a swaying manner, this is to disregard the training rule. Except in the case of mental derangement, there is no offense. Therefore it is said:

"One must train: one is not to enter the house of a white-robed householder walking in a swaying manner."

When the Buddha was dwelling in the city of Śrāvastī, as described in detail above. At that time, a group of six bhikkhus entered the house of a white-robed householder while swaying their heads, and the people of the world mocked them:

—Why do these Śākyan monastics enter the house of a white-robed householder swaying their heads, like dissolute persons, like rats, like wolves? These are degenerates—what spiritual conduct do they have!

The bhikkhus then brought this matter and reported it to the Blessed One. The Buddha immediately ordered the group of six bhikkhus to be summoned. When they had come, the Buddha asked:

—Is this matter true?

—It is indeed true, Blessed One.

—From this day forward, you are not to enter the house of a white-robed householder swaying your heads.

Then the Buddha commanded all the bhikkhus dwelling in the city of Śrāvastī to assemble together, and for ten benefits he laid down a precept for the bhikkhus—which all must hear, even those who have already heard it:
