When the Buddha was residing at the city of Sāvatthī, at that time the bhikkhunī Thullanandā quarreled with another bhikkhunī, then flew into a rage, struck herself, scratched herself, and wailed aloud, shedding tears. The other bhikkhunīs heard of this and reported it to Mahāpajāpatī. Mahāpajāpatī then brought the matter before the Blessed One. The Buddha immediately ordered that Thullanandā be summoned. When she had come, the Buddha asked:

—Did this truly happen?

—It did indeed, Blessed One.

—Why did you, in anger, strike yourself and then wail aloud, shedding tears? This is not in accordance with the Dharma, not in accordance with the Vinaya, and is contrary to my teaching. Such conduct cannot be used to cultivate and grow wholesome qualities.

Thereupon the Buddha instructed Mahāpajāpatī Gautamī to issue an order for all the bhikkhunīs living in the city of Sāvatthī to assemble together, and even those who had already heard it must hear it again:

—If a bhikkhunī strikes herself and sheds tears, she commits a pāyattika offense.

Striking oneself: If a bhikkhunī clenches her fist and strikes herself with it, or beats herself with a whip or staff, or pelts herself with clods of earth, and then weeps and cries, she commits a pāyattika offense.

Pāyattika: As explained above. If a bhikkhunī strikes herself but does not weep, she commits a dukkața offense. If she weeps but does not strike herself, she also commits a dukkața offense. If she both strikes herself and weeps, she commits a pāyattika offense. If she neither strikes herself nor weeps, there is no offense.

If a bhikkhu strikes himself and then weeps, he commits a dukkața offense. Therefore the Blessed One has spoken thus (as above).
