Whatever bhikkhunī requests robes from a householder or a householder's wife who is not a relative, it is a nissaggiya pācittiya offense. Except in special circumstances: robes have been stolen, robes have been lost, robes have been burned, robes have been carried away by water. These are called special circumstances.
